Compliance

On a tow-back the towing partner is paid 75% (GlobalSetting#towing_partner_split_percent) and Polarity keeps 25%, so the property receives $0 of tow revenue. That split is a product decision and it is enforced in code. Tex. Occ. Code 2308.401 is the reason the design exists; whether a given property's arrangement satisfies that section is a question for its own counsel, and nothing here is a determination of it.
