Status

Built and shipped, not merely "infrastructure." The partner-facing portal exists at /towing/:slug in the product app: 8 tables, 12 service objects, 11 controllers, 29 views, Pundit policies scoped per partner, partner Stripe Connect Express onboarding, a two-policy dispatch engine (10-minute primary-partner window then open queue), 19 structured decline reasons, and the tow-back custody chain. Verified against the code 2026-08-02 (PP-906).

What is not built: operator billing ($200/mo + $10/tow), public self-serve partner signup, GPS/ETA tracking, and photo-evidence upload. Charging operators is gated on tow volume and on the merchant-of-record question (PP-496).

Market: 39K US operators, highly fragmented, most still on phone dispatch and paper invoices. TX 2308.401 bars a property from profiting on tows from its own lot, so the property receives $0; it does not restrict the platform. On a tow-back the towing partner is paid 75% and Polarity keeps 25% — see the note on the Towing demo page. The per-tow operator billing described above is a separate line and is not built.
